UPDATED MECHANICAL PERMIT MEMORANDUM As announced to the public in June of this year, beginning January 1, 2010, the jurisdictions listed below will begin seeking compliance with Section 403.6 of the 2006 International Energy Conservation Code and Sections M1401.3 & M1601.1 of the International Residential Code. Compliance with these codes is required by Idaho Statute. These Code sections require that all gas/electric forced air heating and cooling equipment be sized based on load calculations in accordance with ACCA Manual J, and duct systems are sized and constructed in accordance with ACCA Manual D, or other approved methods. If an AC coil is installed without an AC unit, the system shall be sized as if the AC unit were installed. Accurate documentation which demonstrates compliance will be required at the time of submittal for new construction building permits. Sizing of replacement or retrofit equipment will only apply to systems that were submitted for permits after January 1, 2010. The submittal documents shall consist of the following:
In the field, the system that is installed will be inspected for compliance with the approved mechanical plan. Some of the methods require directly referencing the appropriate ACCA Manuals, which can be purchased online from ACCA at http://www.acca.org/store/. For the convenience of contractors and the public, N.I.C.E. will be donating these ACCA Manuals to the major area libraries in the near future. In addition to the basic overview training that has already been provided, further training will be made available in the coming months in an effort to assist in making an easier transition toward these requirements. As always, please feel free to contact the appropriate jurisdiction to clarify their submittal requirements, but please remember that it is the responsibility of the applicant to prepare the documents for submittal.
